If you are talking about the distal joint between the tibia and fibula, it is the ANTERIOR TIBIOFIBULAR LIGAMENT; if it is between the shaft of the tibia and fibula, it is the INTEROSSEOUS MEMBRANE. Both of these are fibrous connective tissues.

anterior tibiofibular ligament - the ligament that connects the distal ends of the tibia and the fibula anteriorly - this ligament reinforces the tibiofibular syndesmosis (at the distal ends of these bones)

ligaments take a long time to heal. the ligaments between the two bone have bad blood supply so they take a while to heal. you should get an MRI. work on putting pressure on it though and movement.
