Yes, that is called read notification. That works only with the clients that support them. Few of them are Mozilla Thunderbird, MS Outlook, Evolution etc. No web email applications like yahoo or gmail or hotmail support that. However, whether to allow a read notification is in the hands of person who is reading the email. This is a simplest, easiest way.
If you are smart enough and know web programming, you can do this without any client support and that I let you find out on your own.

Yes, you can request a receipt in email. However, it only works if the reciever is using a POP or IMAP email client (not web), and they have to CHOOSE to allow the email receipt to be sent back to the sender. I pretty much don't ever send back receipts when they are requested, so that would never work with me. One trick that people use is they embed a small graphic into an HTML email message which is unique to that email message. Then you can see in your server logs when someone opens the email because their email client automatically retrieves the image. The receiver doesn't realize it's even happening. This is a common ploy with marketing companies and is the main reason why you should only read email in TEXT format instead of HTML.

Yes, use the request Read receipt option. Also, there is often the option of a delivery receipt.
Delivery receipt is automatic and simply tells you that the email made it to the correct account.
The read receipt manes a notice will pop up when the reader opens it asking if they would like to confirm that they got the message.

yes. its called a read receipt. i dont know if the web based free email accounts have that option or not but if you use outlook the option is here
open outlook-click tools-click options-click email options-tracking options-check the box that says read receipt-good luck
