It is part of their culture, not necessarily moronic. I am sure people find a few things moronic, and cruel about Western Cultures also. Like isn't stupid to be able to die for your country at 18 but not buy beer and alcohol?

How about in Indonesia, where certain tribes use machete and a stone to sharpen their teeth without anesthetic. And in other tribes where people got through ritualistic carvings so their skins look like that of Crocodiles (that was in National Geographic some time this year). It's a painful process and people faint through it and pass out for hours, but it's their culture and they do it anyway.

Not only in AFRICA, FGM takes place in other parts of the world as well. Yet it happens in African countries, rural areas. Estimation of population there is highlighted the most, not because of alertness- people who do it did not go to school. It's a cruel, unhealthy tradition. Fortunately there is a decline thus far for the fact that colleges for low income students built on charity are starting to boom in countrysides.
