There is a big use of close ups on things like smoking, using a lighter, hand movement etc. Think it may be a thriller or the like

David Lynch does a lot of that, slow mo striking of matches, that kind of thing, so would guess one of his, maybe 'Wild at Heart', 'Twin Peaks - Fire Walk With Me' or 'Lost Highway'

Could be Requiem for a Dream or Pi. There are some sequences used that sound like this. The technique sounds like 'hip hop montage'. See the link.
