Probably, but make sure the loft is insulated first. Heat rises !

Make sure you walls are not potentially damp first. If the walls are not waterproofed, there can be huge pressure from ground water. If walls are damp it will feel cold even with insulation.

It depends how bad they are. It's a lot of time and money.
