In case you were not aware that they have muscles to do super feats of strength, they wear those outfits that show the muscles.
Also if they don't fly or swing from a web they might need to bicycle home after their feats of heroism so the spandex outfit works great for blending in among other bike riders.

I think there might be a few reasons. First, aerodynamics. A lot of superheroes fly, leap, speed warp, etc. Secondly, they're all physically fit, so why not show off those bulging muscles to damsels in distress. And lastly, more of an effect than a cause, comic books have a huge gay readership.
Fiction has it's benefits, doesn't it? ;)

They're all vain and want to get laid.
Plus it distracts the bad guys. I mean who wouldn't check out a man/woman in spandex, whether it be to laugh or to get a good look?

Because Superhero's have Super packages and they have to be contained with all the flying, fighting, jumping, etc.

It easier to wear under their clothes when they are covering up their superhero identity and just being Mr or Mrs mild and meek.

So it doesn't get in the way of fighting, flying, climbing,etc the bad guys. It also helps more to get the women.
