Toner is the second of three steps of your daily skin care regimen. The first is to cleanse the impurities from the face. The second is to tone to remove any further impurities from the pores and absorbs any excess oil(depending on your skin type) The third is to moisurize to keep wrinkles at bay. You will not see instant results in only one day, but keep up the regimen and your skin will thank you for it.

In order to clean your face and take care of your facial skin, you need to use three things in this order:
1. First: Facial cleanser - it removes all the dirt and oil from your face. Wash your face with water (preferably) and then apply some cleanser, and then wash it out. It acts as a soap, but it's way more gentle on your facial skin. During this process, what happens is that your pores open and the dirt is removed.
2. Second: Toner - simply, it removes the cleanser. It also closes your pores again to prevent dust or dirt from re-entering and so protects your skin against pimples and all that. You can skip the toner and rinse your face with water instead. (Some alcohol-based toners could be harsh on the skin, so be careful).
3. Third: Moisturizer - Apply moisturizer to keep your skin nice and soft from the water and weather.
The whole idea is basically protecting your skin against pimples and all that nasty stuff. You need to clean your face when you wake up (as oil accumulates on your face when you sleep) and before bedtime at night. Even if you didn't wear your make up during the day, you still need to clean your face properly.
