They do it for cars, why not small planes as well?

Yes they should pay attention while they are flying and only communicate with air traffic control.

In a word, yes. Although I'd like to know why small planes are allowed to fly over downtown Manhattan in the first place.

Cell phones use should be banned aboard any plane. I think that they always remind passangers onboard to turn off their cellphones but some scumbags think they're so important to not do that and start chatting away once the auto-pilot's on. Although, I don't think Cory was using a cellphone while piloting that plane.

Aren't they already banned from using cell phones? I thought that cells disrupt the navigation equipment or something? Maybe the small planes don't have the same type of equipment in the cockpit of the larger ones.

In Lidle's case, though, he had one of the most techincally advanced planes on the market.
