The mailbox databases (EDB and STM files) are located on the server in the MDBData directory. However, these are not browsable files per-se.

It sounds like what you need is to be able to monitor a user's mailbox. That can be done with the Outlook client, provided you have permission to view the mailbox. Simply having admin rights is not sufficient. The Microsoft knowledge base link below will tell you what needs to be done for all administrative users to have rights to all mailboxes.

The information store resides in the mdbdata folder on the Exchange Server. Merely having admin rights to the server does NOT give you access to the users' mailboxes.
