I forgot to metion that the wallpaper that i have has been painted over will DIF still work. Should i try something else first?

There is a scratch tool called Tiger Claw. It is a bunch of teeth like on a hacksaw bent into a circle with a handle on top. You scrub it along the wall and it slashes the painted surface so that the liquids can get behind it and soften the glue. Once the moisture gets there the paint makes no difference and the removal goes well.

If you go to walmart ot home depot they have a round looking thing that has theeth underneth that you use on the wall and then you get the walpaper wet and it falls right off. the item that i was talking about is like $10

You can rent a Steamer to remove difficult wall paper, it will penetrate the paint.

try using a paper tiger and then spray the dif on that should work
