Go into the control panel and click on the System Icon
Go to the Advanced tab
Click on Settings in the Startup and Recovery area
Uncheck the box that says "Automatically Reboot"

You are (probably) getting some kind of an error during shud down. Windows and seeing this error and doing what is it told - rebooting the computer.
By turning off the auto reboot, you are not fixing the error, but you are having it DISPLAY the error rather than reboot. Once you see the error, you should be able to fix it. Often the error is to minor that it will not display and Windows will just shut down like normal.

If this does not wor, defrag the hard drive. That will also resolve a lot of shut down problems as they are caused by programs hanging during shut down.

My computer gets to the windows is shutting down and stays there. It is apparently a defect in the software, but it is not that important. Strangely, if an installation calls for a restart, there is no problem.
