Normally a woman does not produce milk until about 3 days after delivery. During pregnancy and immediately after birth she will produce colostrum, which is a vitamin rich type of early breast milk that is an excellent first food for a newborn. On occasion, women will experience a milk discharge when they are not pregnant. This is usually related to some type of hormonal imbalance. It requires a doctors visit and probable blood testing to be done followed by appropriate treatment.

It is possible to lactate even when not pregnant. You can be prescribed a drug called Domperidone which is typically prescribed to women who have adopted a newborn and wish to breastfeed, most women who use the drug are successful at producing breast milk to breast feed and some have never been pregnant.
It is also prescribed for women who are havig trouble sustaining an adequate milk supply.

Like all mammals women do not have milk until they have given birth. Now doctors can simulate that and a woman can breast feed an adopted child but without modern intervention no milk until birthing.
