They are both wheels made out of lighter metals than steel. Magnesium is one choice. But few street wheels are made of magnesium and the term "mag" is often loosely used for other metal alloys.
Light wheels move up and down better over bumps, when heavy ones would tend to keep moving in one direction more. This allows the tires to stay in better contact with the road and the vehicles can accelerate, brake, and corner faster.
The technical term is "low unsprung weight", since the wheels are in between the springs and the road, unlike most of the car which has the springs in between them and the road. "sprung weight".

Lighter wheels can also accelerate faster because they're easier to go from a low speed spinning to a higher one. That's one reason they're important on racing bicycles.

Back in the 70's, alloy or "mag" wheels looked trick and everyone was replacing their spoke wheels with Lesters. Now the spoke wheels are trick and people pay extra to get them. Go figure. Spoke wheels have more flex, which can be an advantage or disadvantage depending upon your needs. A spoke wheel will ride smoother than a mag, but under hard cornering that flex is a disadvantage. However, most people don't ride that hard and would never notice the difference. There are spme spoke wheels what allow the use of tubeless tires. I've had a few flats over the years and the use of tubeless tires has saved me many more and maybe even a few accidents. Tubeless tires usually deflate more slowly or not at all when small objects penetrate the tire whereas a tubed tires goes flat quickly or really quickly depending upon the size of the object. Chrome spoked wheels really look nice but require a lot of cleaning to stay that way. Rusty spoked wheels look crappy. Clean mag wheels look nice while neglected mags look ok. Mags are not always lighter. The weight difference depends upon the wheels. A solid Fat Boy disc wheel is certaily heavier than an airy, spoked 21 incher. Go for whatever you think looks good and have the time to maintain. Performance wise, you or me and 99% of everyone else here will never NEED mags because they exceeded the performance limits of spoked wheels. I'm sure there are plenty that will claim they ride that well, but unless they run on the racetrack, they're full of, uh, let's say inflated ego.

Mag wheels is a older term for when the most popular alloy wheels were made from magnesium. Today magnesium isn't used as often so alloy wheels is a more accurate term.
On cars, regular wheel have ugly steel hubs in the center covered with a big cheap looking plastic hub cap. Alloy wheels are cleaner looking and generally lighter but just as strong.
On motorcycles, spoked wheels are still pretty popular but require more maintenance than alloy wheels because the spokes have to be tightened from time to time to make sure they wheel stays truly round.

Alloy wheels are aluminum, they are used for the light weight in some instances and mostly for the look. The basic black wheels you see on most Taxis and Cop cars are steel wheels.
So in cars Aluminum rims are used to get the styled look.
Mag wheels are made from Magnesium, a metal lighter than aluminum and pretty strong. But in fires, it will burn at several thousand degrees, so it is not used often in vehicles. On motorcycles, Mag wheels are used for the very light weight.

Alloy wheels for a car use an aluminum steel alloy, so you can get some of the benifits of aluminum without all of the expense. Not to mention aluminum wheels bend rather easily.
Aren't the mag wheels like almost a plastic sorta thing.

On a car they are usually made out of aluminum and are mainly used because they look a lot better than steel wheels. On a bike they allow you to run tubless tires because the steel wheels have spokes and have to have inner tubes.
