If you can, get a female (mom, sister, girlfriend, or close female friend) to help you with this. There is no way you are going to pull off makeup by yourself. Sorry, but everybody looks bad the first time they put it on themselves.
Since you propably don't have feminine hair, get a cheap wig; they are easy to find this time of year since it's Halloween. Then get a female to do your makeup. Make sure you shave so that you don't have any stubble to get in the way. Then throw on some stockings or hose to help cover your leg hair. A dress or skirt would be the better choice here over pants. Low heels; you won't be able to walk in high ones. If you don't want to invest in any real clothing or a Halloween costume, then ask your mom if she has any old stuff that will fit, or get her to take you to a thrift shop. You can find used clothing at very cheap prices.
