I have to choose one or the other...

Well, either will look totally absurd, so I would go for one half the size, for practical reasons it would probably be easier than a really big head (imagine how heavy that would be).

we use only 10% of our brain because "normal" activity only needs that 10%. imagine using the arithmatic part of your brain to memorize. u'd prolly memorize numbers wich have no direct bearing to what u were actually memorizing. (except if ur studying math...hm...ddnt think about that...hahaha)
