As has been said, the PC stands for Privy Counsellor (counsellor to the Monarch). That's also why he's known as the Right Honourable.
The title usually goes to all Cabinet members and Opposition spokespeople, also other senior politicians (particularly the leader of the Liberal Democrats), and people in particular jobs (e.g. the Archbishop of Canterbury). The Monarch can also appoint just about anyone they want to the Prviy Council.
It meets usually weekly, but only three or four Government ministers attend. The entire Privy Council only meets on two occasions: to confirm the new Monarch following the death of a Monarch, and to give permission for the Heir to the Throne to marry (although this was waived when Charles married Camilla).
