I did when I was 17. I was at my friend's house and we were drunk off our *sses. Well, I decided to go outside and flash (my t*ts) to every passing car (she lived in the middle of town, so there was a lot of traffic). Well, one car was a policeman. He turned around and pulled into her driveway. My friend ran into her house but dumb*ss me stayed there. The cop (a young guy) tried to talk to me, but instead I started to give him a strip tease. The clothes were coming off. Instead of arresting me, he told my friend (who managed to come out of hiding) to get me into the house and if he caught me outside again, he'd arrest me on the spot. Needless to say, we stayed in the rest of the night, but not before half the town saw what I had to offer.

I have flashed on purpose and accident. The accident came in a very embarrassing situation.
I was a senior in high school and had spent the night at my best friends house. His mom had a huge rack on her and I had made the great plan to hide in the closet while she took a shower. Well, to make a long story short....she came out of the shower and immediately came to the closet to get her personal items and there she discovered me and myself for all to see. She never said anything else about it. Thank goodness!

I've never flashed anyone (and never would), but when I was a kid, my oldest sister used to flash me all the time (it was wierd!)
