I promote the Mary Kay line because I have sold it for 13 years but I have oily skin also and so do my three daughters.
All steps you use on your complexion should be oil-free and oil-controlling. MK has a deep foaming cleanser to wash morning and night, then follow with Blemish Control toner which has alcohol and salycilic acid as an acne medicine, then follow with MK Oil Control lotion which is water-based and has microspheres to take up your oil throughout the day. If you want to finish with foundation, there is the MK Medium-Coverage foundation that again takes up oil to control shiny breakthrough. The foundation is $14, free shipping.
Actually, MK also makes an oil mattifier in a tube which diffuses light so your forehead or nose/chin won't shine (excellent for portraits). You can also use loose powder as the finishing step.
The thing with oily skin is, you don't want anything that makes you feel "coated", just comfortable and light.

I have oily skin myself. I use the Bare Minerals make up line. It isn't that cheap but it lasts a very long time so you won't buy it as often. I will never go back to a liquid foundation. There is another thing that you can do. Buy some tissue paper {the stuff that you put in with gifts} and use that to dab your face throughout the day. It removes the oil {you will see it on the paper} and doesn't remove your make up. Just put it on a spot on your face and apply a little pressure and the oil with absorb into the tissue. Also, drink alot of water!

I have the same problem. Living in warm climate does not help. Be sure to use a water-based foundation instead of oil-based. Nothing will look fresh all day with oily skin. Sorry

Almay has a good non oily foundation. You may have to wash your face part way through the day and use an astringent more often.
