A human brain does not understand...it is the switch bord for the mind to understand. The entity (us) computes through mind and the brain sends the messages. Like the electrical system of a car. Us can understand to an unlimited extend.-

By understanding that the human brain is almost limitless in function one can certainly ascertain that it's understanding of itself can also theoretically be infinite, the only reason why it cannot do so at the time is because we haven't got all of the science yet and as such cannot conclusively define much....

Why not 100%
Are you talking in terms of hardware? The physical brain?
Are you talking software? The activities of the wakening brain?
From where did this question arise?

we all know, a stupid man or even a stupid nation can not create a powerful computer,
how come some people say this wonderful powerful brain was not created by God (they say there is no God),
I don't think we will ever understand it fully, we may understand it to some extend only
