(4! / 0.4) + (4 / 4)
= (24 / 0.4) + 1
= 60 + 1
= 61
[Note: 4! = 4 x 3 x 2 x 1 = 24]

(4)^3-4+4/4=61 is better than 4!/0.4+4/4=62 because in the second one the 0.4 is 4/10 and we can not use this one I think.
