Bleak House

I think you must be referring to 'Bleak House' which actually opens with 'London. Michaelmas Term lately over, and the Lord Chancellor sitting in Lincoln's Inn Hall...' and then mentions 'Fog everywhere, fog up the river...' etc in the next paragraph. I can't recall any other Dickens novels mentioning fog at the beginning.
