Many of us aren't concerned about covering our boobs or nipples, or we wouldn't be topless in the first place. If we're at the beach and are topless or naked (I go to the nude beach, so for me it's naked rather than just topless) we have not reason to be offended or feel uncomfortable if someone stares at us. Afrer all, it was our choice to be naked in public, so how can we expect that some guys won't stare.
Of course, we'd rather that these immature guys stopped being such pervs and got over the thrill of seeing naked girls, but until they do, it's their problem, not ours.
There's no reason for us to stay all covered up if we want to be naked in an appropriate place just because a few losers can't stop gawking at us.

I guess it's because the nipples are for feeding ... or maybe the woman enjoys having them nibbled during lovemaking, and having a guy look at them suggests to her that he wants to have sex with her.
Maybe they are hardening because she's sexually aroused by the guy staring at her so she covers them up to stop him getting the wrong idea!
