I don't know if you live near London, but all the shoe shops at the Tottenham Court Rd end of Oxford street sell them - not sure what sizes. Shoe Express sell steel toe cap boots also - maybe they have a website?

Try searching on just "steel toe boots" on Google. There should be a lot to pick from as many companies require steel toed boots for certain kinds of work.

Seems like size 3 are the smallest size. Perhaps you should buy a size 3 and use innersoles and thick socks (which you should do anyway with work boots) to make them a better fit...
