The reg edit can be dangerous territory. If you don't know how to enable admin cmd(s), maybe your fishing in to deep a water.

If your administrator has disabled Regedit via group policy, you'll need to contact him or her to get access. Editing group policy locally won't work in this case.
If you are logged in with a non-admin account, either use the runas command with admin credentials or log off and log back in with an admin account.

I know you dont have the admin privilegde, but lets play the game of hacking now.
In the run command type "GPEDIT.MCS"
1 Under User configuration, Navigate to the "Admin Template"
2. Then to system
3. navigate to the "Prevent access to registry editing tool"
4. Double click on it
5. set its property to "Disable"

login as administrator, it seems you don't have sufficient privilege to access the regedit in the account which you are currently using.
