Sounds like a virus to me.
Start the pc up in safe mode and try running a full system scan with something like AGV (its freeware antivirus) or use your own Anti virus. If it picks up something, which it should, restart the pc and try your command prompt again. I had a similar problem a while ago with cmd, got a virus from Limewire.

make sure no background process are being run..
else u can try this cmd to be typed in the cmd prompt then try run->cmd : shutdown -a

That means, someone or a software manipulated your system files causing it to act abnormal. Try to use command.com instead and see if you have the same problem. command.com is the DOS version of windows cmd.com.
