I Loaned 200$ To Someone - They Have Not Paid Me Back- They Get SSI ( WHICH THEY TOTALLY DONT DESERVE TO) My Question Is Can I Take This Person To Small Claims Court To Get My Money Back??????? THIS TOTALLY ISNT RIGHT

Yes you can take someone to small claims court and the judge will give that person just so much time in which to repay you the money they owe you.
The judge will figure out how much they can pay over so many months and if they haven't repaid you fully by the time allotted then the court will go after them.
It doesn't matter if they are on SSI or not, a loan is a loan.
Did you have this person sign anything stating this was a loan? If so then you really have a much better chance, if you have anything they wrote or said on paper or recorded that is what you really need to prove they knew it's a loan and not a gift.

Small claims court is the only way.They will probably make them pay you back in small payments.
