If there is a warrant out for your failure to appear on the traffic violation in California the Oregon police can arrest and detain you pending extradition. You would be eligible to post a bond pending extradition. The Oregon police would notify the California jurisdiction where you received the ticket to see if they actually want to extradite you back to California to pursue the matter. In all likelyhood they won't. Extradition cost the State money and for a traffic ticket, I doubt that its worth it. However, having been notified where you are located, they can reset your court date and subpoena you in Oregon. If you don't appear, they can issue another warrant and the whole process starts over. Its probably less of a hassle just to pay the ticket. After all, who wants to sit in jail for a couple of days while Oregon and California authorities sort the whole thing out.

I would recommend taking care of the tickets whether or not they can extradite you because outstanding tickets can be a red flag if you get into any other difficulty.
