Bhopal, Feb 14 "Law does not reach those for whom it is actually meant to be", said Padam Vibhooshan Chandrashekhar Dharmadhikari, retired Justice from Mumbai High court. He was addressing the women's conference organised by the commission at the District head quarters, Sehore. "Ordinary people do not even get information about law due to ignorance. There are several instances of violence, atrocities and persecutions on women. This is due to ignorance and lack empowerment of women. If women are empowered, the incidents of atrocities and violence on women will come down", he added.

According to him, domestic violence is not a disease in India alone. It is a global phenomenon. In order to prevent domestic violence, women will have to change their mindsets and come forward. In villages, the atrocities on women take place even due to alcoholism. If women take a decision that there will not be any liquor shop in the villages, then 99 per cent of the incidents of domestic violence and atrocities can be stopped. Similarly the evil of dowry is prevailing in urban areas. Law ahas been made on dowry but it has not been implemented to the required levels. The atrocities and injustice on women will continue as long as the practice of solemnizing marriage by taking dowry prevails.

Dharmadhikari called for women to recognise their strength. They should become aware and empowered and demand their rights in the social context. He told the men that it is their responsibility to respect the women in the family and to work considering each other to be complimentary. Only then there will be happiness in the family.

Justice DM Dharmadhikari, Chairman of the Madhya Pradesh Human Rights Commission told that there is need for women to be more aware. "The time has come for women to recognise their rights and power. They should not consider themselves as secondary citizens. It is necessary to start humanitarian relationships. Today humanitarian relationships that are needed for the society are disappearing. If women become educated, the family will become educated. Thus when the society becomes educated, the women will become empowered and the atrocities also will stop", he said.

Justice Narayan Singh Azad, in his speech said that women should be given information about different laws.

Ms Shakuntala Sharma gave a life sketch of the Chief Guest and shared the outline of the programme. She said the Human rights commission has initiated women's conference, to bring awareness among women, and campaign about women's rights in the entire state of Madhya Pradesh.

In their address, the District collector SK Mishra as well as the Superintendent of Police, Kulshreshta told the women that in case of any atrocity, they could complain immediately to the Police station or to the Collector directly. Both of them told women that minor issues, should solved by themselves. They can also take the help of Police counselling centres for tackling family disputes.

The programme commenced with the garlanding of the idol of Goddess Saraswati by Justice Chandrashekhar Dharmadhikari and Justice DM Dharmadhikari. At the end of the conference, the activist so the family planning association presented a short play. About 1000 women from the rural participated in the conference.

Performance to be reviewed every month: CM

Bhopal, Feb 14 The Chief Minister Shivraj Singh Chouhan has said that every development department must fix quarterly, half-yearly and annual targets. The performance of these departments would be reviewed every month. He said that the government staff must function with sensitivity and dedication to ensure basic facilities to people like drinking water, power, irrigation, education, health and means of transport.

Shivraj Singh was holding discussions with the heads of key departments about their future course of action and implementation of people-centric decisions at Mantralaya here today. Minister for Parliamentary Affairs Narottam Mishra, Chief Secretary Rakesh Sahani was present.

The Chief Minister stressed on focusing attention on regular supply of power. He said that there should be adequate arrangements for power supply for the students in the coming months of examinations. He said that despite about 1500 MW difference between demand and supply of power, the power supply must be ensured in such a way that students get regular power supply without interruption.

Shivraj Singh apprised himself of progress in construction of roads and asked the Principal Secretary Public Works to ensure quality of construction of roads taken up under Fast Track and NABARD schemes in 2002-2003. He asked the authorities concerned to ensure that Shiksha Karmis get honourarium on time.

He also gave instructions to fill up vacant posts of doctors in rural ragas, and timely distribution of bicycles for the girls who have to cover distances from their villages for studies in ninth standards. He stressed the need for expansion of Gao Ki Beti scheme saying that all deserving girls should get facilities without delay.

Shivraj Singh reviews a number of development activities being carried out by different departments. They include practical solutions to the problems of forest dwellers, ensuring facilities at tourist centers, providing facilities to sub castes of Manjhi tribe, effective functioning of veterinary centres in villages, ensuring benefits of support price scheme to the farmers, expansion of irradiant facilities, repair non-functioning hand pumps, and benefits of rural employment guarantee scheme to deserving beneficiaries.
