The first thing you need to learn is HTML, or more specifically XHTML then move to XML.
You really need to learn how to hand-punch your code in Notepad first. DO NOT (and this is a mistake most newbies make so don't fall into the trap) DO NOT learn to design using an HTML Editor.
Editors write sloppy code, always have and always will probably. If you know how to write the code by hand, then when something goes wrong with your page (and it will) you will be able to fix the mistakes that leave your HTML editor dazed and confused.
You should be writing fluent XHTML in about 2 weeks. XML maybe two to three weeks after that.
You can find all kinds of tutorials for free online as well as tons of books on the subject and it's a fairly easy scripting language to learn.

Hi,
To become free lance webdesigner, you dont need any qualification
but if you want to join in any organisation you should have at least a diploma or a degree.
Now to learn the webdesigning you have to lear HTML, Java Script, Flash, or any Graphics package.
As you residing in kolkatta you will find somany institutes for this course , but try to join NIIT or APTECH,
and once you do the course you need a lot of practice to become a good web designer.
