generally yes...But I can imagine some cases where it may not be immoral to steal. If a person steals a medicine to save another person's life, I wouldn't call that person immoral. He or she may have broken the "law," but he/she may have done the moral thing.
Also, if a person really does not feel any guilt stealing, I don't think he/she is immoral in my opinion. Stealing is only immoral when he/she knows what's being done is wrong but go through it anyway.
Let me jabber on some more here. I don't think there is a fixed universal morality that can withstand time and space. Morality is defined by conscious beings and changes by their values.

Well that depends, if you consider the origination of stealing it maybe religiously incorrect, however to me immoral that depends on who does the stealing and why. Stealing a question though that is hard to do unless they are sitting right next to you, maybe reposting a question but not stealing it.

Stealing is immoral, but question stealing is more like pilfering, and pilfering is an act of passive aggression, thus, it becomes apparent that there is no easy way to say this...

stealing a question is not stealing since it is not a thing it is abstract,and it is a negative.
