Nokia 6070 seems to be a better choice between the handsets mentioned, its a series 40 device with FM stereo and a VGA camera. 6030 is also a series 40 device but with a smaller screen and without a camera but it is similar to 6070 featurewise.
I've not used Sony Ericsson phones so can't say much about j230i but sony phones always have a sound quality for listening to music. I haven't seen j230i but have seen a few walkman phones.
If sound quality is important for you and you find the SE phone better, go for j230i, otherwise pickup the nokia without thinking twice.

hey in that budget why dont you buy Samsung SGH-D807.This is the best cell around very few people know abouth it.but still if you want to buy nokia my suggestion will be nokia 6070.

It depends on ur budget if around 5K go for 6070 since it has bigger screen, camera else if ur budget is around 3.5K go for J230i
