Why can you not have a small dog? If the landlords wont allow it they probably are not going to allow ANY pets.
If it is due to lack of a yard, you can pee-pad and crate train a small breed toy dog, and they can live inside well. If that isn't your thing, I think the next best is a nice cat.
We have a Chihuahua and 2 indoor only cats. I'd always been a dog person, and my husband had cats. I have to admit that cats are super easy to care for indoors, box trained, and with automatic feeders and waters, they are much easier to maintain in an apartment than a dog (We live in a condo) As for scratching though - they WILL scratch. And I think declawing is an awful thing to put a cat through (its painful and cruel) BUT that being said you can always adopt someones throw away (rescue) cat and give it a great home!!! Just find one that has been declawed already! There are so many out there.
Most other apartment type pets suck. I mean things like fish and small bids, sit in their containers and look at you or throw seeds all over the place and chirp. . I shouldn't say they suck, but it is NOT the same as having a good dog!

Depends on how much time and attention you want to pay to it and how long of your life do you want to commit to this animal? How much are you willing to invest in it? A cat is quiet and doesn't take a whole lot of attention and you can get them cheap or free most places and the care and up keep is fairly easy but the reward is wonderful when they come up and love on you, but this is a major commitment of at least 10 years or more. A fish is really easy and all you have to do is remember to feed it at least once a day and clean the tank once a month or so, probably a 6 month commitment. A bird will make noises cause it will talk and sing at some point in time and depending on what kind of bird you get you are in for at least a 2 year commitment to it.

Puurrfect Pet is a cat.
Why?
1. Litter box trained.
2. Doesn't need walking.
3. Grooms itself. No need to bathe it.
4. Sleeps 23 hours a day.
5. They usually love to snuggle or sleep with you.
6. Normally quiet pets. Will not disturb the neighbors.
7. You can leave out food and water for all day and not worry they will gobble it all down in the first 5 minutes.
8. Can leave alone for a few days provided you leave enough food and water.

Rats are really smart, clean and can be really friendly, even tho
they have a reputation as vermin, but they make a great pet.
or how about a ferret? (tho they do have an odor...)
some people like hamsters or guinea pigs, but they
don't really have much of a personality.
or maybe a chichilla? rabbits can be litter box trained
and will walk on a leash & harness. We had one that liked
to sit with my mom on the couch while she watched TV.
Check out the small animal rescue at your local humane
shelter, they can help you find the right pet for you.

i would have to say a ferret. my husband and i have two of our own and house sitting one. generally they are quite unless you have more than one then they playfully "chatter" and other small squeaks and squeals but it is not very loud. but they are really involved they need more attention than most pets (i think; maybe i just spoil them to much) they require alot but totally worth every bit; they love like cats and play like puppies, plus they are vey trainable. i have a 16wk old and we are training her to use the litter box and to sit still (a big feat for a ferret) she is doing great. our older one is a much calmer, laid back ferret and the one we are sitting is almost a senior he is 3 maybe 4 we don't know much about him neither does his owner. but the important thing is to do reasearch on which ever you chose make sure they are legal where you live and most of all that there is a good ferret vet near by and so on. some good ferret sites are www.marshallpet.com and www.ferretuniverse.com. gotta luv the fuzzballs.

Of course, my first choice is a cat, but NOT a Siamese - they make too much noise screaming and will bother the neighbors. Ragdolls are great apartment cats.
Chinchillas are fun to play with, are snuggly, very smart and trainable.

cats can be good pets for an apartment. you don't have to let them outside, they are often happy being alone while you are gone, if they have toys they usually wont tear the place apart, and if the litter box is kept in a decent condition they wont "go" on the floor.

get yourself a cat!! We have 2 cats she we live in an apartment. They sleep with us every night, and they're pretty independant too so you dont have to do a lot to take care of them other than make sure they have food and water and we clean out their littler box every few days.

for an apartment..usually something small and easily contained. a few idea include: fish or bird. you may even want to consider a mouse/rat/hamster...the largest I would go would be a cat; and with a cat, be very mindful of where you allow the cat to roam and how easily you can keep supervision of your cats whereabouts.
oh...last thought...an iguana! ..an exotic idea:)
