There was a comedy film called "carry on" in 1927 starring Moore Marriott who gained fame with Will Hay in the classic Will Hay films. "Carry on Sergeant" from 1958 was the first official Carry on title (starring Bob Monkhouse). There was nothing before this that could be called a carry on film, although both writers and directors had worked on comedies they would not have fell in to the genre.

According to Wikipedia, the first Carry On film indeed WAS called "Carry On" -- "Carry On Sergeant," made in 1958 to be precise. Here's the website.

Not really a Carry On film.
