Lots of Universities offer this program. Remember Phd in Finance may be inter- changeable with some other degree like bus- finance or commerce finance or even just finance or marketing even.

Look up big city University in well know states eg, New york, NY.
look up well know university, look at Ivy league colleges, find the university that you may have on your mind.
