Signed into order by the CHAIRMAN and EVERY MEMBER of the Joint Chiefs of Staff, the plan (read it yourself) calls for innocent Citizens to be shot on American streets; American ships to be sunk; for a wave of violent "terrorism" to be launched in major East coast cities.

Operation Northwoods calls for Foreign Nationals to be framed for bombings they did not commit; and for planes to be hijacked and crashed into landmarks. Using the phony evidence, all of it would be blamed on a foreign country, giving Political and Military leadership the excuse, as well as the public and international backing, they need to launch a war

Do you seriously think, in our media-heavy, secret-leaking, unnamed-sources, dirt-digging investigative journalist fueled society that this could even be CONSIDERED without finding it all over the front page? It certainly could not have been done in 2001 without the knowledge of Colin Powell, and there is no way he would have allowed it.

Actually, I didn't see anything about shooting innocents. It was all "mock". Give the appearance that Cuba had done this or that. Casualties may arise through things like the riots and whatnot, but I am suprised that so much thought went into this type of deception.

Gives a new credence to the 911 thing. What if Cheney had wanted "terrorists to give the appearance of" a terror attack, so we could hit Iraq, but something went terribly wrong?

Baloney, to a large point. The US could easily take it upon itself to conduct covert operations to achieve an end, there is no reason to do executions en-Masse merely to persuade a public to support an action. TO A POINT. Minor "propaganda" events, such as accusations upon a particular group are prevalent, but the PRICE TO PAY for any LARGE event as you state would be HORRIBLY too expensive as far as American Politics are concerned.
