I want to by these rims from my friend but I don't know if the tires will be too expensive. They say ET45 and 6.5Jx15H2. What do these numbers mean? And what size tire will they need?

I would guess it is a 15 inch diameter wheel that is 6.5 inches wide. What kind of car is this for? I think the max you can fit on a 6.5 inch wide rim is a 195mm tire.

If you will open the driver's door on the car, and look on the door post under the lock, it will tell you what size tires and wheels are on the car. Just because it is 15 x 6.5 wheel don't mean it will fit.
The bolt pattern has to fit the hubs, and the backset must be right to keep the tires from rubbing on the car.
215 or 225 mm are the maximum recommended width for a 6.5 inch rim.

i think you got your numbers mixed up and need 2 know what kind of car it is first... You can always go bigger if u wanted to depending on how big your fender well is....
