Who says they don't care? But you have to choose your battles. Anyone who has a lot of money is constantly pressured to donate to this and that cause. They have to decide which ones they will support. Not everyone can do everything, after all.
As to your specific question about India, for example, what is to be done about it? If all of those people -- 40% of the population is a very large number, after all -- were to get a regular stipend from a charitable foundation, they would suddenly be better off than their neighbors who have jobs, but not very good ones. What would be the incentive for people to work under those conditions? If only the bottom X percent got stipends, it would still create a wide gap between when it is worthwhile to work and when it is not. Then you'd have a situation like we have in America now, where people will avoid working (or work "under the table") so they don't lose all their government benefits.
The best way to help the poor is to stimulate the economy so there are more jobs, and therefore people who otherwise cannot find jobs will be hired. People who are really not able to work would then be more easily supported by family or charitable organizations, because those that can work are working and have enough money to be of help.

Some of them do. Like Oprah Winfrey, Angelina Jolie, Bon Jovi,and there is another Rock star singer(Bono?) I can't think of off hand, but some do. But I am with you...they have SO MUCH money and I don't understand why they can't help out more then they do. But instead they buy expensive cars, yachts, homes everywhere, jewelery, etc. Especially Paris Hilton and Nicole Simsom..they really waste and blow money! Aleast they could also try and help some of the homeless to right here in "America" to! The less fortunate. And I have always wondered this to...WHY DO THEY HAVE TO GET MILLIONS IN THE FIRST PLACE FOR ONE MOVIE OR EPISODE in the first place??? Dang! They poop the same way and put pants on the same way we do? So what gives??? Hmmm?

Who says they have to? Celebrities don't have any obligations to help anybody if they don't want to. The same way with anybody else, why don't you donate 15% of your income to chairity? Or why don't you volunteer at homeless shelter 3 days a week. The only reason they would is if they feel guilty. The world cannot depend on celebrities to help solve all of the worlds problems.

They expect others to do it instead. They "earned" that money and want to hold on to it. That is why you see celebrities telling others about some cause and then expect those people do give the money but not themselves.
