One way is to curl you lashes and apply mascara.
Line you eyes with a eyeliner very close to the lashline to open up the eyes.
Use a pink, peach or bronzy(matt) tone blusher, if you choose not to use any eyeshadow, apply very lightly to the eyelids.
Also apply it to the apple of your cheeks, very lightly along the hairline of your forehead and along the jawline... This will frame your face.
Use a brighter color lip gloss, lip stain or lipstick.
This very simple make up but will freshen and accentuate any face.

I'm not sure I understand the question, but the best thing you can do, that cost nothing is go to a macys or bloomingdales ect and act like you want to buy makeup and have them do it for you. Then have them write down the makup colors they used if you like it. Have them mark the paper they give you with the actual makeup and tone so you can compare the colors when you purchase them wherever you may. Thats the best advice I can offer without seeing you.

I can't give you tips because I have to see you (you know eye color and lips) but as a licensed cosmetologist I have to tell you these websites will help you. I use bare minerals and it looks great on me and no one can tell I even wear foundation.
The one top I could give you is try to find a bare minerals or Sophora because they give free make overs and they can advise you on what looks good on you. Links below. I hope this helps.

apply light bronzer to get a sunkist glow on ur face and then just go with peach lip gloss and blush,,,and brown mascara for soft delicate look.
