Yeah I saw a lady in a bank dragging her kid across the floor like it was a dog. Use a stroller or one of those back packs!

It's actually an ancient practice. In England they were known as "leading strings" and were commonly used in Queen Victoria's reign, I believe. If you look up "leading strings" you will get dates and more information.
I used to think like you, kid leashes are barbaric. Then I met a kid named Jack. Jack is strong willed, and uncooperative. I don't mean he has tantrums, I mean, if you say to him, "lets go to the playground" (I was a preschool teacher at the time), the playground was the only place he would not go. He didn't get mad or have tantrums, he just ran in the opposite direction and made you carry him. I sat with him for 3 HOURS waiting for him to cooperate. He sat motionless (at 3 years old) for all that time rather than get up and walk to the playground to PLAY. He is that strong willed and stubborn! All well and good in the home or a fenced school, but then we tried to take him on a walking trip to the park. Let me tell you, his MOTHER brought us a kid leash for him. She refused to let him go unless we put it on him and left it on for the duration of the outing. It was one of the harness types.
It depends on the kid. Kid safety is far more important than the "barbaric" leash.

They are the best thing...since kids are all over the place. But parents shouldn't drag their kids around with one. That's not what it's meant for. I've told my daughter that she's gonna be strapped to one if she doesn't stay with me. She's doing a lot better now.

my guess would be someone with a little child and a dog. they probly saw how much easier it was to control the dog than the kid,so they decided that it would be a good idea to switch the roles! but you have to admit, that idea, was a good one!

It is a harness that helps you keep up with your child, in stores etc,,,, they can slip away from you faster than you can blink. It really is a good thing, as many children that are being taken from stores, and parks, etc.
