it's built like a belt. you wear it around your waist. but it has a large pouch that you can store things in. it's called a fanny pack, because the bulge of the pack usually ends up residing on your "fanny"

A waist pack, especially as worn with the pouch over the buttocks. It kind of looks like a purse that goes around your waist. You can carry stuff around in it.
They were a big thing in the 80's. Now they are totally out.
