i think he was in the know about the bombs.. and there were a group of people who knew it was going to happen and someone in that group became a trator and told others about it... i also think jerico was suppose to be a place that was far enough away from most of the radiation where the people in that elite group could go and be safe from the distruction... why i have no idea probably b/c it was a small po-dunk town in kansas that no one would think to remember lol but thoes are my theorys... hope they help you...
