Sounds like he could have something wrong with him. You should probably get him checked out by a doctor.

He sounds like my son, who by the way is 21 yrs old now.
My son would not talk. I was beginning to think he had autism or was mentally retarded or something. I dont know if you have ever heard the song LaBamba. It came on the radio and he loved it. He started singing over and overLALALALALALABambaLALALALALALa and finally decided it was worth his while to talk. We talked and talked and talked until he had to talk back. His 1st words at about 3 were OKEE DOKEE and LALALABUMBALLALALA. and he loved to say OOPS and OT OH!. Your son will catch on, but you have to start talking to him all of the time and give everything a 1 word name. My friend Kelly had a son who did the same thing. He talks now and he is in the 2nd grade. Good luck. Also, you can take your child to the local university. They have programs in child development and will screen him. Look in your phone book for resources.

It sounds as though he may have Autism Spectrum Disorder. Early intervention is key, so get him to the doctor as soon as possible. He may get an initial diagnosis of developmental delay, with screening for autism later, or he may get a diagnosis of autism immediately. In any case, he needs to be in school and therapy as soon as possible. Your local school board should be able to help with the options available, but first a diagnosis needs to be made. There are different checklists and evaluations your doctor can and should do for your child. Check out these web sites for more information.

Hopefully, he's just slow in starting. But I've heard that flapping is a sign of autism. Autistics can have very productive lives. Pls. ask your doctor about it.
