You should use enclosures to make your meaning clear. The first couple of answerers gave one possible interpretation. Here's another.

5^(-2 + 5^(0 - 5^(3 - 5^(-1))))
5^(-2 + 5^(0 - 5^(3 - 1/5)))
5^(-2 + 5^(0 - 5^2.8))
5^(-2 + 5^(-5^2.8)
5^(-2 + 5^(-14))
5^(-2) 5^(5^(-14))
5^(-2) 5^(-70)
5^(-72)

That's (((5^3)^(-5))^(-2))^(-1).

First, use the property (a^x)^y = a^(xy).

That gives you 5^(3*-5*-2*-1) = 5^(-30) = 1.0737 * 10^(-21).
