One trick is to always curl your lashes and apply mascara, blusher to the apple of the cheeks, some on you eyelids, lightly along the hair at the forehead and along to jawline to frame the face and lip gloss... this will brighten any face.
Make sure you are doing your make up in a well lit place or in day light, so you can tell that you have not over done it.
Do also look at some make up books, sure you can get some answers or tips there.
All the best!!

You can get a professional to show you at a beauty school for a minimal amount of money or a department store cosmetics counter. Tell them exactly what you asked for here.
(A store will want you to buy something but can't make you. If you can afford it and want to, that's okay, just don't feel that you have to buy a bunch of stuff just because they show you how to apply it.)

You can try eyeshadows that are similar (a tiny bit darker) than your skin tone. If you plan on using blush, you can try using light and small amounts...
Just don't use crazy colors like blue, green, etc.
