the flasher is bad. it is not switching internally. even though you have pulled out the relay doesnt mean you have removed all the power to that circuit. find the flasher for the turn signals and replace it now be carefull becuz you have 2 flashers normally 1 is for turn signals and the other is for the hazards. you can usually find which one by when you find it turn the hazards on and feel the flasher if it clicks thats not the one you looking for.

A blinker will go out if you pull the relay, pulling the relay breaks the connection to the light. You are probably removing the wrong relay thats why the light keeps working. Either that or you have a very badly electrical short circuit that is keeping the light 'hot' even when the relay is removed.
there should be at least three relays in the fuse box, mark each one so you know which one goes where, and then remove them one at a time, the one that causes the light to go out is the correct one. If the light still does not go out consult the owners manual to find out if there is another set of relays somewhere else.

Hi From what you say,I think you have a short in your wiring.You have a another circuit feeding your blinker light,they are touching some where.I would leave relay out and start pulling other fuses one at a time to see if it goes out.This will tell you where to look for problem.Are you sure relay is working properly?You may have dual element bulb.You may end up at your friendly auto electrical shop.If you are going to work on it further, I would get a tester,for the wiring tracing.It will make things a lot easier for you.Good Luck

i don't understand whether you mean the blinker is always on or just never working, if it's always on then idk what to tell ya other than maybe the piece inside the steering column is broke or stuck in a certain position. if it never works then it could be a bulb anywhere on the car, not just one, although u said u checked them. also the piece inside the steering column may not be moving when using the turn signal control. Which would cause the blinkers to never work. i've had to replace that on my car before, its kind of a fragile piece, it's only little plastic tabs that hold the blinker on or off.

Thereis a way to make a blinker using a resistor and a capacitor, but I don't remember how they are connected. Also, the way I am thinking of might just be for direct current.

If it is not the flasher, it is probably a bulb. Had that problem on my Buick. Drove me nuts till I finally pulled out the taillight assembly and tested the bulbs.
