Anybody! Except Greenday presumably.

A "Tribute" is when another band plays the songs pretending to sound like them. Because of Greendays popularity and many recognizable (and easy and fun to play) songs, they are a VERY common band to see tribute concerts of.

Any tribute to a band with songs that aren't different than original will suck no matter who sings it. But if you add a different taste to it (for example bluegrass) than there's some room for liking it.
