Check the fuse box, The brake lights are a "fail-safe" system. That means that if there is a failure anywhere in the control system they will light-up all the time. There is a switch on the pdeal assembly, but like I said, that would make them light up all of the time.
2 options - A bad fuse or all of the bulbs are burned out. I'd go with a bad fuse. Any parts store would help you find the fuse box. or look it up on the web.

1. Check Brake Light Bulbs

2. Check Fuses

3. Check Brake Switch at brake pedal area.

4. Check grounds near the Light housing.

Has the vehicle been in an accident recently??
Is the 3rd brake light on , while the main brakes lights off ??

You might just have light bulbs out - but start at #1 and work your way down.

LOL this one is easy go to the dealer and have a no charge re call check done. I am pretty sure there is a re call on the brake light switch at the pedal.

Operate your turn signal, if it works it's not the bulb or fuse or wiring.
Turn on headlites see if tail lights burn.
If turn signals work then the brake lite switch is bad, should be located on or near master cylinder.
If tail lites are out and turn signal out it is a fuse..

It's definitely your emergency flasher switch located on the top side of your steering column. Remove it and clean the contacts and/or replace it.

Its probably your "brake sw." @ the pedal assy. First and always ,check all fuses.

change the bulbs. check the wiring.
Above all don't drive or you will get a ticket or worse an accident.

are you sure you dont need a bulb or try checking the fuses
