I'm not sure how to make your screen bigger unless you have your resolution on something other than 800 x 600.
The text size can be made bigger by holding down the control tab while you turn the scroller forward on top of your mouse.

I'm not sure if you can do it in IE, but in FireFox and SeaMonkey you can set the default font sizes to whatever you want, and also set a minimum allowed font size for those pages that change it.

Some have suggested reducing your display resolution. Note that if you have a LCD display (flat panel) it has a "natural" resolution and if you pick a different one (unless it's some even division of the natural) you will get some image distortion.
