No; don't be tacky. By the time you are old enough to go to a semi-formal, you should be old enough to suck it up and put on some nice adult-looking clothes. Wear real pants (no jeans!) and nice shoes (no sneakers!). Put on a nice button-down shirt and a matching tie. If you show up for a semi-formal wearing casual clothes, you won't be edgy or cool.... you'll just end up looking foolish.

Appropriately, jeans and tennis shoes are not considered semi-formal. There are two exceptions: (1) if the event/ or occasion described the attire to be as you described above. (2) You are rich enough that the guest of honor would accept anything you wore because you are the STAR! Normally, semi-formal is not as exquisite as formal wear. Consult a fashion magazine and you will see.

For men, semi-formal would typically be nice slacks (think khakis or church pants), a shirt with a collar, and a tie or sports jacket. Ladies may wear dresses of almost any length, but usually no longer than calf length.
White tennis shoes are better for gym class.

Semi-formal for gents is a suit and tie (not a bow tie unless you are talking a foulard kind of thing) with a dress shirt (preferably spread collar, button down is made for casual time). Black shoes for navy, black or grey suits. Brown shoes for tan or brown suits.
Dress poorly, they remember the outfit. Dress impeccably and they remember man.

ARE YOU KIDDING!!! Lose the jeans and tennis shoes and get some black slacks and some trendy slip on loafers or even some tie up's. Try Steve Madden for some hip shoes.

Definitely not! It should be a dark suit, white dress shirt, and a coordinated tie. Black socks and black lace up shoes.

Semi-formal is like calf length dresses! But it depends on the event. That might be just what the event calls for!
