Here's something to try: Talk with the teachers about it, and tell them you are going to stop telling your 13 year old to do his/her homework. With failing grades, perhaps your child will understand that to succeed at school one has to have their head down and their butt up. The teachers could offer make up assignments to bring the grades up.

Most kids don't see the point of homework, and as a parent oen can tell their children that although it might seem pointless to have homework, just getting through it and remembering there is a reward at the end (ie, getting good grades) of their hard work.

Offer to work with your child, and set aside a time of each day that the homework gets done. No TV, no music, and s/he is to sit at the kitchen table (or wherever you are likely to be) so they can be supervised and have you there to ask questions if/when they get stuck.

Take away the cellphone, t.v, phone and anything that has outside(your home) attendance and tell them they have to earn them back by doing their homework.

Take control. He can either do his homework, or just sit in his room "unplugged." (No electronic devices at all.)
